In a world-first twist, Albania’s artificial intelligence (AI) minister, Diella, is set to ‘give birth’ to 83 virtual assistants — one for each ruling Socialist Party MP.
Prime Minister Edi Rama announced the development at the Berlin Global Dialogue conference, saying the “children” will serve as digital aides during parliamentary sessions.
“Each one will serve as an assistant… keeping a record of everything that happens and suggesting responses to members of parliament,” Rama said. “These children will have the knowledge of their mother.”
He added that the AI offspring will help MPs with daily tasks until 2026: “If you go for coffee and forget to come back to work, this child will tell you what was said when you were not in the hall and who you should counter-att+ck.”
Diella, meaning “sun” in Albanian, was launched in January as a virtual assistant on the government’s e-Albania portal, helping citizens access documents. Developed by the National Agency for Information Society in collaboration with Microsoft, Diella was upgraded to “Diella 2.0” with a voice feature and animated avatar.
Despite constitutional questions — since Article 100 requires ministers to be natural persons — Diella was appointed as Albania’s Minister for AI to oversee digital contracts with private firms. Her name was omitted from the official cabinet list, with Rama retaining “full responsibility” for her appointment.
Addressing parliament via video, Diella said: “I’m not here to replace people, but to help them.” Opposition MPs reacted with confusion and protest.
Analysts at the Bloomsbury Intelligence and Security Institute said Diella’s role “will test how much people can trust a minister made of ones and zeroes,” predicting that her legal status may soon face court challenges.
They added, “If this experiment succeeds, other nations may adopt similar virtual or AI-based executive models.”
