‘The Governor Has Said That The Budget Presented By Ibas Is What He Is Still Implementing’ -Effiong

Legal practitioner Inibehe Effiong has stated that Governor Siminalayi Fubara publicly acknowledged that he is still implementing the budget presented to the National Assembly by former sole administrator Ibok Ete Ibas.

Speaking in an interview with Channels TV, Effiong outlined the legal implications of the governor’s admission. “The governor has said that budget presented by Ibok Ete Ibas to the National Assembly is what he is still implementing. As to some of the other allegations, these matters will have to go before the panel which the Chief Judge is to constitute, and the House must prove the allegations with particularity, point by point, fact by fact,” he said.

The legal practitioner also addressed allegations by the assembly that the governor operates state ministries with individuals who lack proper legislative approval.

Effiong highlighted that the House of Assembly must substantiate its claims with specific evidence if it wishes to pursue impeachment proceedings successfully.

According to Effiong, the assembly must provide comprehensive documentation including the identities of improperly appointed officials, their specific portfolios, dates of assumption of office, and concrete evidence demonstrating their performance of official duties without legislative confirmation. This level of detail, he suggested, would be essential for any impeachment panel constituted by the Chief Judge to properly evaluate the constitutional merit of the charges against the governor.
